Step Two: Creating an Advisory Network and Developing a Communications Strategy
 
Knowledgeable and committed advisors are essential to the success of a well-conceived planning process. An important initial step will be to recruit a planning advisory steering committee composed of executive-level representatives of the audiences envisioned for Indiana Online, experts in Indiana heritage and culture, and experts in information technology. In addition to their ability to offer independent, objective advice, the members should be chosen for their ability to help the encyclopedia gain support among the constituencies they represent. Other advisory groups or committees will be created to serve specific needs throughout the planning process; in each instance, membership on these committees should be ratified by the advisory steering committee. Ultimately, these various advisory groups will serve, with others, as a network of advisors for the planning and implementation of Indiana Online.

Equally important will be the early development of a communications strategy to ensure that advisory committee members, stakeholders, and all interested parties have access to information about the progress of the planning effort. This strategy may employ a variety of communications techniques, from web dissemination to printed materials and public meetings.

Responsibilities: In consultation with TPC, IHC to appoint steering committee; TPC to develop written communications plan for approval and implementation by IHC.

Schedule: September 1-30, 2001.

Deliverables: Installation of advisory committee; written communications plan.
