Step Eight: Developing the Technology Plan
 
An online encyclopedia is a product of technology and as such it depends on a well-defined, flexible, affordable, and sustainable technical infrastructure that can be implemented and managed successfully. The technology plan must encompass the functionality desired by the targeted user communities, it must be capable of supporting new functions as they are identified, and it must be easy to use. It should rest on a documented, open architecture based on stable, commercially available software. Interfaces should be intuitive. The plan should outline an applications development process with functional specifications and acceptance criteria/testing. Although the proposal envisions a web-accessible, multi-media GIS platform, the plan should discuss the advantages/disadvantages/cost of all appropriate technology options. Finally, the technology plan should be suitable for phased implementation and it must be capable of easy migration to new platforms if required or desired.

Methods: Based on the needs analysis, TPC will develop a functional concept plan for review by a technical advisory committee.

Responsibilities: In consultation with TPC, IHC to recruit technical advisory committee. TPC to develop technology plan and manage review by committee.

Schedule: January 15 – March 1, 2002.

Deliverable: Written technology plan.
