Step Nine: Framing the Implementation Plan
 
Under an ideal scenario, a planning process should develop a full implementation strategy, identifying actions, staffing, and costs within a schedule to completion. If funds are available, a full implementation plan will be developed, but in any event it will be essential to outline the proposed phases of this complex prospect and to create an implementation plan, at least for the first phase. This plan should encompass scheduled tasks, milestones, work done by partners and outside contractors, management roles and responsibilities, staffing, quality assurance, and all anticipated costs.

Responsibilities: The scope of this first phase (and subsequent phases) will be proposed by TPC and ratified by the advisory structure established by IHC.

Schedule: March 1 – April 30, 2002.

Deliverable: Full implementation plan, if funding is available, or plan for phased implementation with full development of phase one.
