Governance
Indiana Online is a project of the Indiana Humanities Council, with the Polis Center at IUPUI serving as the managing partner of the project. IHC holds overall responsibility for project mission, policy, and oversight, in accordance with the strategic plan of the Council, including issues of funding and sustainability. Polis will serve as managing partner with responsibility for project management, editorial content, and technical support, subject to the mission, policy, and funding guidelines and contractual obligations established by IHC. Polis also will assist IHC with fundraising strategy and implementation. IHC will have the right to approve the editor-in-chief designated by Polis.
IHC will establish an Advisory Board for Indiana Online composed of 25-30 individuals and representatives of organizations with broad knowledge of the state and its resources and who are willing to help promote and develop support for the project. The Advisory Board will be an advisory committee under the bylaws of the IHC and attached to the IHC Board of Directors. The Advisory Board will advise IHC on policies, as desired, and ensure that the encyclopedia maintains a statewide focus. It also may provide advice to the editorial staff, upon request, and it will help IHC and Polis to manage the various relationships required for the success of the project. Advisors will serve staggered three-year terms, with reappointment possible, and will meet semi-annually. The board will be geographically representative, with no fewer than four and no more than six representatives from the three major regions of the state, northern, central, and southern.
Management
Indiana Online will have a coordinated management structure that brings together editorial and technical teams under the control of the Editor-in-Chief, who will be responsible to IHC and the Board of Advisors for all matters relating to project management, editorial content, and technical support.
The editorial team will consist of the editor-in-chief, editorial advisory board, staff editors, and associated subject editors.
1. The editor-in-chief will be solely responsible for the creation and presentation of content for Indiana Online, as well as the project’s management structure and staffing, subject only to policies established by the Board of Advisors, This person will have established credentials in a subject area relating to Indiana history and culture, will be familiar with technology and technical requirements for an online encyclopedia, and will be a seasoned administrator with successful experience in directing and funding large-scale collaborative projects.
2. The editor-in-chief, with the consent of the Board of Advisors, will appoint an editorial advisory committee of no less than seven and no more than 15 members who are recognized experts on Indiana, past and present. This committee will recommend editorial policy for Indiana Online, including but not limited to the selection and treatment of materials, to the Board of Advisors through the Editor-in-Chief. The committee will meet quarterly, with members serving staggered three-year terms. Membership will be geographically representative, with no fewer than four and no more than six appointees from the three major regions of the state, northern, central, and southern.
3. The editor-in-chief, with the advice of the editorial advisory committee, will appoint a managing editor to plan and coordinate the development of content by other editors and authors. The managing editor will be a recognized scholar in a subject relating to Indiana, past or present, with experience in planning and management who will propose an annual work plan to the editor-in-chief, composed of monthly and quarterly goals and the resources required to achieve them. Once approved by the editor-in-chief, the managing editor will be responsible for implementing and monitoring the plan, reviewing and revising it at least quarterly. As resources permit, the editor-in-chief may appoint other staff editors with defined responsibility for the development of content. These staff editors will report to the editor-in-chief through the managing editor, with whom they will work to develop the annual, quarterly, and monthly plans.
4. The editor-in-chief will appoint contributing or contract editors who will be subject area experts recruited to develop defined sections of Indiana Online. The criteria for selection of contributing editors include extensive knowledge about Indiana, strong evidence of appropriate research and writing skills, ability to identify and enlist authors and contributors, organizational aptitude, and a strong commitment to the project. Among their responsibilities will be the identification of section entries and resources, as well as the recruitment of individuals who will assist in the creation of section content. The criteria for selection as authors/contributors will include knowledge about specific topics and demonstrated research and writing skills. Authors need not be academicians or professionals within the field, but should possess considerable knowledge of the subject and have the skills and ability to make write objectively about their assigned entries. The managing editor will work with the contributing editors to outline manageable work plans, with appropriate deadlines, and to incorporate them into the project editorial plan. The technical team will consist of a technology manager, technical staff, and the technology advisory committee.

The editor-in-chief, with the consent of the Board of Advisors, will appoint a technology advisory committee of no less than seven and no more than 15 members who are thoroughly conversant both with the technology required for an online encyclopedia and the human and financial resources required to manage a complex technical project. This committee will recommend technology policy and standards for Indiana Online and will advise the editor on the plans proposed by the technology team. The board, which need not be geographically representative, will meet quarterly, with members serving staggered three-year terms.
2. The editor-in-chief will appoint a technology manager for Indiana Online who will be responsible for planning and implementing the project’s technology strategy, subject to a review by the technology advisory committee and approval of the editor-in-chief. The technology manager must be thoroughly acquainted with the technology employed by Indiana Online and must have successful experience managing large-scale technology projects, including such tasks as estimating costs, establishing annual and quarterly work plans, and coordinating the technical work of project partners with the technology plans for the project, as required. S/he will propose an annual work plan to the editor-in-chief, composed of monthly and quarterly goals and the resources required to achieve them. Once approved by the editor-in-chief, the technology manager will be responsible for implementing and monitoring the plan, reviewing and revising it at least quarterly. S/he will be responsible for recommending appropriate technical standards to the editor-in-chief and advisory committee for their approval.
3. The technology manager will recruit and appoint a technical staff, subject to the approval of the editor-in-chief. Insofar as practical, the technology manager will use qualified students and/or technical staff from project partners to accomplish the tasks required for a successful online project. Staffing Schema

Quality Assurance
The editor-in-chief will appoint a quality assurance team to ensure that all products and services prepared or provided for the Indiana Online project meet specifications identified for the project. Comprehensive quality assurance processes, developed in concert with editorial and technical teams, will allow review and documentation of the information being delivered as well as the mechanisms by which it is delivered. The content review will focus on such things as the completeness and documentation of the information. For the Web interface, the QA procedures will address a variety of issues associated with the functionality, logic, performance, compatibility, and aesthetics of the interface.
Support Services
As managing partner, Polis will manage a variety of support services on behalf of Indiana Online, including but not limited to clerical, human resources and financial administration, development and communication. These services will be identified by task and/or deliverable in the budget(s) developed for the project.
Ancillary Projects and Auxiliary Services
Both IHC and Polis will be free to develop separately funded projects that have a direct and intended relationship to Indiana Online (e.g., a project to develop electronic data for another organization but with the aim of making these data interoperable with the encyclopedia project). Similarly, Indiana Online may offer an auxiliary service to various partners as part of their participation agreement (e.g., developing information about the county in exchange for the county’s funding support). In each instance, both IHC and Polis will have freedom to negotiate financial and/or contractual arrangements with a funder(s) without consultation with the other partner, but neither IHC nor Polis may commit any resources from Indiana Online or promise inclusion in Indiana Online without the mutual consent of both parties and without first satisfying the established editorial and/or management policies of Indiana Online. |
